I don't use FSX because I cannot satisfactorily move the masses of scenery I've built from FS9.
Is there a free/share/pay/commercial ware product which would let me build runways, taxiways, ramps, etc in FSX???

Stew, The freeware programs available require you have the FSX SDK installed. The SDK comes only with FSX Deluxe (or Gold). It does not come with FSX Standard and is not available for download. Scruffyduck's Airport Design Editor (ADE) is an excellent program. Afcad-like work space. Note: If you do not have the SDK, both FSX Deluxe and Gold editions are available for around $30US. Either will give you the SDK so you can use the free design tools avaliable. Dave

I'd heard of Scruffy and may have D/Led his stuff early on (Christmas 2005 - I think - is when I got FSX). I was very let down when trees appeared in my Long Thieng RWs and I couldn't find the pavement at my Knik River Hq in AK.
I must admit my previous efforts at doing scenery in FSX were half hearted because the task was so dauntring and because I was still happy with FS9 (and GW3!!!).
I'm not sure where my efforts are going, but I think I'm getting serious about seeing what I can do in FSX. Funny, it was the "Door to Atlantis" series that whetted my interest - and I don't play games in FS!!!

L&Ks, Stew The current version of ADE for FSX provides the terrain tools needed to flatten and exclude autogen. These were not present in the first releases so SBuilderX was needed to do that work at that time.

Not sure if this will help you Stew, but I made a tutorial on using ADE to create a personal airport. Many of the bush style airports would fit this scenario. Ihope it helps. It also may have more than you may be willing to read, but there are five sessions, each covering a different aspect of creating a simple airfield. Check it out here.
