How does one go about opening, editing or creating a .fx file?

Notepad. It works for me.

Assuming you are referring the the scenery effect fx files then notepad is the way to go. Be aware that if you are an FSX user the fx files in the ShadersHSL folder are something wuite different and you should not mess with them unless you understand DirectX and the High Level Shader Language

The fx files I'm interested in modifying are for FS9 and are for aircraft related effects like smoke and the like. Do those have special considerations?

No - you can edit them with Notepad but there is not a mass of information about how they work

The sdk gives information about the content but I found it difficult. Krazy over at the SOH is an fx expert.

Go to flightsim.com do a search Mike Basford download and read all pdf's or avsim.com more Effects tutorials coming both for FS_9 And FS_X.
