I recently had to re-install FS9, and ever since, all of the aircraft look like this from the tower view. Does anyone out there have any idea what I can do to fix this?

It's really curious. I've never seen that, but if ALL the planes look like that, it seems you may have a problematic system...I don't think it has something to do with FS9 or any of its components, or config files.
Check videocard settings and drivers, the solution is there. I don't think mips maps or something bitmap related is giving you such an effect.
A weird effect, for sure!

It's possible that you could have shader effects enabled on your graphics settings, like my Catalyst Control Center for my ATI Radeon card. This isn't very likely though, if you do see it normally from spot view.

The outlining effect reminds me of cartoons. Quite odd.

It's all figured out. Apparently it was a screen resolution / color depth issue. Thanks for your help everyone!

Windrunner, Aside from the Avro, Camel, & Albatros, I have done two Nieuport 11 repaints and I'm working on several for the Fokker Triplane.
