I believe so but I don't have any details The Weather SDK does not really tell us much

I think there might have been some changes on the developer end, but the end user interface looks much the same. Cloud textures are less of a hit on fps.

...so Flight Env and Active Sky 6 doesn't work in the FSX...
I never liked the visibility layers in FS9, I hoped this could change in the X series.

You would have to try them. I know that Weather Maker has been updated to work with FSX. I have a program (which I wrote) which can modify weather in FS9 but I have not tried to see how much works in FSX

Yes, there is an FSX update available for Active Sky. I've downloaded but not tried it yet.
