Happened to me a long time ago but it's so long since I was into FS9/Silverwings I'm blowed if I can remember which texture(s) were missing and/or not right. Sorry I can't be more help.

All of my SW trouble shooting notes are on a computer that is semi-retired but as I recall.......
Open the ..\Scenery\World\texture\ folder and sort the files by file size. Look for a .bmp file that is 33kb. It will be from one of the land class texture sets and should be 43kb, like the rest.
It's smaller because it was saved without mips. If you have Imagetool or DXTBmp you can open the file and then save it as DXT1, with mips.
Else, make a copy of one of the other files in the set and rename it to replace the faulty file. The only problem with this method is the area will look a little more checkerboard.
If this isn't the answer then we'll have to look further.
Dave
Append: dug up my notes-the file is '033b2su7.bmp'.

Thanks for that Dave! I had the same problem too after a re-install a while back. That cured it.
